The Corporation of the City of Mississauga (“the City”) is seeking to procure energy consultant(s) to assist in utilities management requirements for electricity and natural gas. The proposed contract term is for a three (3) year term with the option to extend for an additional two (2), One (1) year term. The City currently has annual electricity and natural gas loads of approximately:
Delivery of electricity and natural gas is provided by Alectra Utilities (formerly Enersource Hydro Mississauga) and Enbridge Gas Distribution, respectively.
The City requires consulting services to assist with the development of the City utilize budget, energy procurement methods, and management of commodity supply agreements (if recommended) to cover the City’s requirements. The consultant is required to have experience and expertise in market conditions and trends in order to provide recommendations regarding utilities’ (electricity and gas) purchasing strategies, timing, quantity, and pricing opportunities for purchases on the forward contracts or spot markets.
The Consultant will be required to assist the City in assessing its energy supply needs, establishing a robust utility budget by providing timely forecasts on electricity and natural gas consumption and developing procurement strategies that will reduce costs, manage risk and ensure a reliable supply. This includes assisting the City with quarterly utility projections, annual forecast and analyzing impacts of market trends on the budget.
The Consultant will work on the City’s behalf in arranging and administering the City’s electricity and natural gas purchasing agreements and financial transactions, where required.
For the purchase of electricity or natural gas, the consultant will perform transactions on behalf of the City. For this purpose, the consultant will maintain, in trust for the City, a separate account with a Canadian Schedule 1 Chartered Bank for payments to and remittances from suppliers and Alectra or Enbridge.
