CORTM program in 2020

In continuing to build a future-ready organization, the City of Mississauga has adopted the Certificate of Recognition (CORTM) program as part of its construction contract management and construction tendering process. This demonstrates the City’s ongoing commitment to health and safety for contractors, employees and residents.

Phase 1 of the requirement to be CORTM certified was implemented in September 2019 for construction projects over $25M.

Phase 2 of the requirement to be CORTM certified will be implemented starting in September 2020 for construction projects over $10M.

Notice to Vendors: COVID-19 Health and Safety  May 11, 2020

As you are no doubt aware, in response to the world wide COVID -19 pandemic, the Province of Ontario has ordered the closure of non-essential businesses under Ontario Regulation 82/20 (the “Regulation”) of the Emergency Management and Civil Protection Act effective March 24, 2020 and as amended from time to time.

We are taking this opportunity to express the City’s view that the services provided under your contract appear to be permitted by the Province to continue in operation under Schedule 2 of the Regulation. However, as the Regulation comprises a Provincial health and safety requirement which applies to your services under the contract, the responsibility to initially assess the application of the Regulation rests with you as contractor.

Like the City, it is our expectation that you have an employee COVID-19 Active Screening Protocol for your staff entering a City workplace to ensure a safe workplace, determine an employee’s fitness for work and to reduce the spread of COVID-19.  The expectation is that no employee attends any workplace if they have been exposed to COVID-19 or have symptoms.

We want to remind you of the requirement that where services are  permitted to continue, the new Schedule 3 to the Regulation  requires compliance with all applicable health and safety laws, including the Occupational Health and Safety Act and the advice and instructions of public health officials, including matters regarding physical distancing, cleaning and/or disinfecting. 

We expect that you will implement all the necessary measures in respect of COVID-19, including updating your health and safety policies, protocols and/or manuals, as appropriate, to ensure compliance with requirements under the Occupational Health and Safety Act and associated regulations, and public health directives issued by the Chief Medical Officer of Health and the Region’s Medical Officer of Health.

If you are of the determination that Schedule 2 of the Regulation does not apply to your services, please advise the City in writing outlining the basis and rationale underlying this determination for the City’s consideration. Unless you communicate otherwise, the City expects continued performance of your obligations under the terms of your contract with the City and in compliance with Schedule 3 of the Regulation.

If you are at any time having particular challenges or difficulties ensuring the safety and health of your employees in compliance with the Regulation, we would ask that you communicate these concerns to your contract manager. The contract manager will work with you to determine if there are accommodations that can be made or if the work under the contract should cease operations.
