The City owns and operates an existing portfolio of over 240 buildings of various age, size, function and type. In order to maintain this portfolio of buildings and keep them in a state of good repair, the Facilities & Property Management Division implements and delivers a multi-million-dollar annual capital program of life cycle renewal and improvement Projects. The City is seeking qualified firms for inclusion on a roster list to undertake building condition assessment services and Capital Planning Software (VFA) update on an ‘as and when required’ basis. Notwithstanding Bidder Information Package, Part 4: Pricing, pricing will not be evaluated as part of this RFP. The City will seek informal quotes in accordance with section 2.3 and will award based on the lowest acceptable bid for each assignment. The City will retain stewardship of and complete authority over the capital program and project assignments and will define specific terms and conditions for specific project assignments to ensure that stewardship is not compromised. This will require the successful roster firms to observe and comply with City policies, procedures and regulations. The City will designate authorized internal personnel to oversee each project assignment. These personnel will retain authority for the project assignment and will have appropriate delegated authority at various stages in the execution of the Project. Category 1: Building Condition Assessment (BCA) and Capital Planning Software (VFA) Update Successful bidders will be required to enter into the Agreement, as found in Appendix B. |
