Description: 

The purpose of this Request for Pre-qualification (RFPQ) is to pre-qualify General Contractors with experience in major road reconstruction.

Background and Brief Scope of Work

Bloor Street is a four-lane major collector road with two lanes on each direction and varying roadway cross-sections. Within the project area, Bloor Street connects to Central Parkway East on the west limit and the City of Toronto on the east limit, for an approximate project length of 4.6 km.

The City has assessed the infrastructure needs along this corridor as part of the City’s Integrated Road Program to streamline the design and construction of the City’s infrastructure projects and improve collaboration during project delivery through project bundling. This has provided an opportunity to identify and implement various safety improvements to help make Bloor Street safer and more accessible to pedestrians, cyclists and transit users as guided by the City’s Vision Zero Action Plan including: 

  • transitioning 4-lane roads to 2 plus 1 centre turn lane configuration;
  • providing narrower lane widths to improve speed compliance and reduce crossing distances, providing protected and dedicated cycling infrastructure; and
  • providing protected crossings to improve pedestrian safety and accessibility to transit.

The work within the Bloor Street Integrated Road project includes, but is not limited to:

  • pavement reconstruction work (full-depth), installation of in-boulevard cycle tracks, transit improvements (such as construction of concrete bus lay-bys, shelter pads and platforms);
  • installation of splash pads, curb realignment (including removal and replacement and subdrain installation);
  • sidewalk and driveway apron replacement and repairs on both sides of the road;
  • installation of a new section of storm sewer to serve the Silverthorn Pumping Station property that will connect to existing storm sewer network (approximately 100m, which pipe diameters and details will be available in the RFT stage);
  • construction of low impact development features (infiltration chambers), oil/grit separators (OGS) at the Little Etobicoke Creek;
  • tree removal and installation, root pruning, topsoil and sodding,
  • catch basin removals, adjustments, relocations and repairs, maintenance hole adjustments and repairs, water valve and handwell adjustments, hydrant relocations;
  • electrical works (removal and installation of street light poles, conduits and fixtures, traffic signals modifications, new installation and replacement);
  • a new mid-block signalized pedestrian crossing at Applewood Trail;
  • relocation and/or adjustment of below and/or above ground utilities;
  • excavation and off-site disposal in accordance with the Environmental Protection Act and associated regulation, restoration of disturbed areas, tree protection;
  • traffic protection, maintenance and management and pavement markings.
