The City of Mississauga (“the City”), a public sector entity, invites qualified external audit firms to submit proposals for the provision of external audit services in accordance with Public Sector Accounting Board Standards (PSAS), as required under the Municipal Act, 2001. 

Refer to Appendix C-Statement of Work for more project details.

The contract with the successful Bidder will be for a five (5) year term, upon award, and ending October 31, 2030 (Fiscal Years 2025 to 2029).

The contract may be extended at the sole discretion of the City for an additional up to five (5) year term.  Contract extension, if any, is subject to satisfactory performance of the Consultant, price and successful negotiations of both parties.

Unit Price including supplementary price, shall remain firm for the initial five (5) year contract term.

The City reserves the right to add, delete and/or revise services and/or Local Boards because of changes to legislation, or otherwise as a result of the changing needs of the City, availability of newer technology, methods, media options and practices as they become available.  Unit prices shall remain firm.

Additional related work may be required under the contract, which the Consultant may perform with written authorization from the City's Contract Manager or designate.

The contract will be non-exclusive as there may be work/assignments where the City reserves the right to utilize other firms where another specialized firm may be required.

Subcontractors/Subconsultants are not allowed on the contract.

Mandatory Requirements: 

1. The Bidder must be a licensed public accounting firm with minimum of 10 years’ experience in auditing public sector entities that are similar in size and scope to the City of Mississauga, under PSAB standards.

2. The Bidder must have ten (10) or more years of experience with auditing municipalities with over $300 million in annual revenues.

3. Appendix E - Personal Information Assessment (PIA) Questionnaire – must be completed and submitted with bid. (Please exclude the questions that have been greyed out.)  The bidder's practices/solutions must be acceptable to the City, which the City will determine at its sole discretion.  Refer to Appendix E included with this RFP package.
