Description: 

The City of Mississauga (the “City”) is seeking a qualified Consultant to undertake a study to develop a parking demand model and forecast public parking needs (demand and supply) across select parking Precincts and Intensification Areas for future horizon years. The Parking Demand Forecasting Model (PDFM) will account for long-term policy planning land use projections, and will consider the City’s urban structure, population and employment growth, travel demand, transit investments, development trends, multi-modal transportation, and best practices. When completed, the study will identify where immediate enhancements to Municipal Parking infrastructure are required, as well as forecast future parking infrastructure needs, in order to support the existing and projected population and employment growth to the year 2041. 

Included in Scope:

  • Assemble, review, evaluate and summarize all relevant background information in order to understand current and future drivers of parking demand
  • Undertake parking data collection and analysis, and evaluate the existing public and private parking infrastructure capacity, to establish the baseline for current parking demand and supply
  • Develop a parking demand forecasting model with user-friendly interface for use by the City that can be utilized on an ongoing basis to assess various future development patterns to project short, medium, and long-term parking needs
  • Identify existing and forecast future public parking needs based on the projected land uses, potential changes in density, travel demand, multi-modal transportation, parking management strategies, and future transit system enhancements
  • Provide recommendations for Municipal Parking infrastructure expansion and implementation phasing

The work on this project is expected to commence in the third quarter of 2023 and be completed within approximately one year (in the middle of 2024). 

The Successful Bidder’s proposal and the City’s RFP will be included as an integral part of the Agreement.

The City will only contract with one (1) Bidder for this assignment. It will be the responsibility of the Bidder firm to ensure that they have assembled the appropriate team (including sub-consultants where necessary) to complete the assignment.
