Locates ensure the safety of crews engaged in excavation and to prevent damage to City or third-party property, utility lines and/or injury to personnel or the public. To comply with Ontario’s Underground Infrastructure Notification System Act, 2012 all municipalities with underground infrastructure in the right-of-way are to register with Ontario One Call and provide field locates. The City’s Parks and Forestry Section requires an experienced and qualified Supplier to provide both private locates and Ontario One Call public Locates for various areas within City limits.

1. The bidder must demonstrate it has a minimum of five (5) years experience in the last ten (10) years, providing both Ontario One Call (public) and private locate services, servicing account(s) with similar scope and size of the City or larger. Bidders are to complete the Qualifications Schedule in the City’s ebidding system.
2. The bidder must demonstrate they have at least two site supervisors each with a minimum of five (5) years’ experience providing locate services and who are either DPT 100 or DPT 200 certified.
3. The bidder must demonstrate they have dedicated office or administrative personnel to properly service and administer the estimated volume of locates detailed in the SOW.
4. The bidder must acknowledge they have not been convicted with a violation of the Electrical Safety Authority (ESA) or Occupational Health & Safety Act (OHSA), have not been in default of contract requiring surety involvement, and are not in bankruptcy proceedings, by completing the table within the City’s ebidding system.
