The City is seeking construction services for the Redevelopment of Paul Coffey Park – Phase One. The work will include site servicing (storm, sanitary, electrical), parking lots, roads, trails, paving, playgrounds, spray pad, washroom building, pedestrian bridges, cricket field, irrigation, memorial garden, picnic area, park signage, site furnishings, and planting. Construction substantial performance date  will be May 2026.

Mandatory Requirements: 

a)The bidder must demonstrate it has a minimum average annual value of $5,000,000 dollars in construction work, utilizing the last four (4) full calendar years (described in documents);

b)The bidder must demonstrate it has undertaken, as a general contractor or as a sub-contractor, within the last seven (7) calendar years and/or current year, at least three (3) similar projects of scope and size. 

c)The bidder must demonstrate that key site personnel including the on-site supervisor have a minimum of five (5) years’ experience (accrued over the last ten calendar years and/or current year)  managing projects involving artificial turf and comfort stations  and of similar size and scope. 

d)The bidder must demonstrate the sub-contractor proposed to perform the work below meets the following requirements; and if the bidder proposes to complete the work with its own forces, the bidder must demonstrate it meets the following requirements: Sub-contractor for Park Washrooms/Comfort Stations – has completed, as a general contractor or as a sub-contractor, within the last five (5) years and/or calendar year, construction of at least two (2) public washroom buildings and/or comfort stations (1200 or more sq.ft).

e) Bidder must be certified with COR™; ISO 45001:2018; CSA Z45001:19; or OHSAS 1800:2007.

f) The bidder must acknowledge they have not been charged with a violation of the Electrical Safety Authority (ESA) or Occupational Health & Safety Act (OHSA), have not been in default of contract requiring surety involvement, and are not in bankruptcy proceedings, by completing the table within the City’s ebidding system.
