The City is seeking detailed bids from consulting firms to provide complete design and construction administration services located at 5500 Rose Cherry Pl, Mississauga, ON L4Z 4B6. 

The expected system size will be determined through on-site investigations, cost assessments provided by the consultant during the design phase, consideration of available funding, and alignment with other City preferences. The anticipated system size may fall within the range of 1,000 to 1,500 kW_DC.

The bidder will be part of a team formed by the City and consultants for the implementation of the project. 

The scope of work will be divided into three (3) phases as follows:

(1) Pre-Construction Phase:

• Provide Pre-Construction Management services for the total scope of work from the Pre-Design, Schematic Design, Design Development and Construction Documents phases.  The Pre-Construction Management services include but are not limited to:  not limited to:

• Pre-design: Prepare schematic drawings and Class D construction estimates based on the solar PV energy models, and review of the existing documents including structural analyses, production feasibility report, drawings, utility data, site data, and site visits. Review behind-the-meter and net-metering options and DER process with Alectra Utilities.
• Detailed Design: Prepare drawings and specifications for the agreed schematic design in accordance with the City's requirements, applicable codes, technical standards, design guidelines, and industry best practices.
• Construction Document: Prepare construction documents consisting of drawings, construction schedules and specifications. Apply for required building permits.
• Tendering: Prepare all the required bid documents and assist the contract manager in evaluating submitted bids, if requested.

(2) Construction Phase:

• Provide Construction Management services for the total scope of work, including but not limited to:

• Attend Bi-weekly construction meetings and monthly site visits.
• Review and confirm the "put in service" of the Solar PV Plant with a site acceptance test.

(3) Post-Construction Phase:

• Provide post-Construction Management services for the total scope of work including, but not limited to:

• Deliver commissioning reports, training, operational, and maintenance documents.

The services for the pre-construction phase are anticipated to commence on December 13, 2023 or sooner, subject to issuance of a purchase order. 

The services for construction phase are anticipated to start on September 10, 2024 with substantial completion on May 16, 2025, and post-construction, ending on June 20, 2025
