Description: 

The Corporation of the City of Mississauga (the “City”) is seeking to retain a qualified Consultant to provide Program Management and Strategic Support Services to its Rapid Transit Office on an as-needed basis.   
The Rapid Transit Office is tasked with delivering a Rapid Transit program that currently consists of three Bus Rapid Transit (BRT) projects, namely: 


• Downtown Mississauga Terminal and Transitway Connection (DMTTC) 
• Dundas Bus Rapid Transit (BRT) 
• Lakeshore Higher Order Transit (HOT) 


All three (3) together, hereinafter referred to as the “Project”, have completed Master Plan/Planning/Initial Business Case studies (findings are publicly available online), and the immediate next step is to obtain Environmental Assessment/Transit Project Assessment Process approval.  
The City submitted an application to Invest in Canada Infrastructure Program (ICIP) for funding to implement seven (7km) of Dundas BRT and two (2) km of Lakeshore BRT. If the City’s application is successful, the project is required to reach substantial completion on or before March 31st, 2027.  
The Project is in the Metrolinx Regional Transportation Plan, and form part of the Regional Transit Grid Network.   
Given the ICIP timelines, these support services should consider requirements over the full Project life cycles.  The initial emphasis will be on the next year as framework need to be developed to support the successfully delivery of the Project within the ICIP timelines.   At a minimum, the City may be looking for guidance and support in the following areas: 


• Strategic Advisory 
• Schedule Management  
• Risk Management  
• Document Control and Miscellaneous Tasks 
 

Qualified Proponents

Qualified Proponents are those that demonstrate similar past experience on large, complex, public infrastructure program in various phases with multiple stakeholders and involving non-traditional project delivery models, such as Alternative Financing and Procurement (AFP). 

Proponents should have a core contingent of qualified staff who will provide the required level of program support services.

Proponents should be able to demonstrate that they have sufficient capacity, resources, skills, and will to meet the City’s needs during the life of the contract.
