The City is seeking detailed bids from construction firms to provide Construction Management Services for Ontario Court of Justice Facility Renewal located at 950 Burnhamthorpe Road West, Mississauga, ON. 

The successful bidder will be part of a team formed by the City and consultants for the implementation of the project. 

The Construction Manager’s Fee will be a fixed fee as determined by the City and shown in the Schedule of Prices for all phases and is excluded from the Construction Budget. The Construction Manager’s Fee will be paid in accordance with the City of Mississauga Amendments to CCDC 5B – 2010 Contract.

The project has a Construction Budget of $10,000,000.00.  This amount excludes the Construction Manager’s Fee and HST.  This amount includes the Construction Manager’s General Expenses, which include the expenses listed in the Schedule of Prices on the City’s e-bidding system.  The Construction Manager’s General Expenses will be paid in accordance with the City of Mississauga Amendments to CCDC 5B – 2010 Contract.

The scope of work will be divided into three (3) phases as follows:

(1) Pre-Construction Phase:

  • Provide Pre-Construction Management services for the total scope of work from the Pre-Design, Schematic Design, Design Development and Construction Documents phases.  The Pre-Construction Management services include but are not limited to:
  • Attending design meetings.
  • Developing and reviewing cost estimates.
  • Developing schedule.
  • Advising on constructability.
  • Preparing building condition assessments, destructive testing, etc.

(2) Construction Phase:

  • Provide Construction Management services for the total scope of work, including but not limited to:
  • Renewal of the existing building envelope.
  • Replace the buildings ventilation, heating and cooling equipment and associated system components with new equipment and removal of existing inoperable/ decommissioned equipment.
  • Replace the buildings electrical power distribution system and remove existing in existing inoperable/ decommissioned equipment.
  • Remove and replace existing fluorescent lighting with LEDs.
  • Remove and replace existing exit signs and devices. 
  • Remove and replace existing fire alarm system including a fire alarm panel, smoke detectors, visual notification devices, strobes, speakers / strobe combinations, supervisory devices, etc.
  • Remove and replace existing sprinkler / standpipe system. Remove and dispose of existing sprinkler pipes, heads and valves and replace with new. Replace main risers c/w valves, sensors, etc. Install backflow prevention valves and fire department connection.
  • Replace roofing assemblies including but not limited to roof access ladders, roof drainage systems, all penetrations, etc. Roofing work to be coordinated with replacement of mechanical equipment on roof.
  • Interior improvements at the front entrance staircase and two small staircases.
  • Perform necessary abatement for the areas affected by the scope of work.

(3) Post-Construction Phase:

  • Provide post-Construction Management services for the total scope of work including, but not limited to:
  • Post-construction occupancy review.
  • Administration of the warranty.

It is anticipated that the facility will be open to the public during renovation work.

The anticipated dates for services are:

Pre-Construction Phase

Commence on May 31, 2025 or sooner, subject to issuance of a purchase order

Construction Phase

Commence on April 1, 2026

Substantial Completion

February 28, 2027

Post-Construction Phase for 1-year warranty period

Ending on March 31, 2028.
