Description: 

The City is seeking detailed bids from construction firms to provide complete construction management services for the Construction Management Services for Port Credit Arena Lifecycle Renewal and Decarbonization located at 40 Stavebank Rd, Mississauga ON.

The successful bidder will be part of a team formed by the City and consultants for the implementation of the project. 

The Construction Manager’s Fee will be a fixed fee as determined by the City and shown in the Schedule of Prices for all phases and is excluded from the Construction Budget. The Construction Manager’s Fee will be paid in accordance with the City of Mississauga Amendments to CCDC 5B – 2010 Contract.

The project has a Construction Budget of $3,400,000.00.  This amount excludes the Construction Manager’s Fee and HST.  This amount includes the Construction Manager’s General Expenses, which include the expenses listed in the Schedule of Prices on the City’s e-bidding system.  The Construction Manager’s General Expenses will be paid in accordance with the City of Mississauga Amendments to CCDC 5B – 2010 Contract.

The scope of work will be divided into three (3) phases as follows:

(1) Pre-Construction Phase:

  • Provide Pre-Construction Management services for the total scope of work from the Pre-Design, Schematic Design, Design Development and Construction Documents phases.  The Pre-Construction Management services include but are not limited to:
  • Attending design meetings;
  • Developing and reviewing cost estimates;
  • Developing schedule;
  • Develop construction phasing strategies to maintain operational continuity of the ice arena and site, ensuring uninterrupted or staged continuation of arena operations and public programs throughout construction.
  • Assist the City and Consultant in identifying long-lead items (including but not limited to, HVAC equipment and boilers) and evaluating their procurement, lead-time and installation requirements, including impacts on overall construction schedule, phasing plan and constructability.
  • Advising on constructability;
  • Preparing building condition assessments, destructive testing, etc.

(2) Construction Phase:

  • Provide Construction Management services for the total scope of work, including but not limited to:
  • Renewal of the HVAC system;
  • Interior arena improvements, including recoating of the Zamboni room floor;
  • Replacement of flat roofing in areas where rooftop HVAC equipment is being renewed;
  • Selective repair to the exterior triangular piers and wood soffits:
  • Renewal and modernization of the Building Automation System (BAS);
  • Removal and replacement of the existing electrical power factor correction system;
  • Replacement of interior lighting (excluding rink-level fixtures) with high-efficiency LED equipped with occupancy sensors and BAS-integrated controls:
  • Installation of a quick connect for temporary emergency power on the west exterior of the arena;
  • Installation of an ice plant heat recovery system (Desuperheater);
  • Implementation of accessibility enhancements throughout the facility;
  • Asbestos abatement, if required.

(3) Post-Construction Phase:

  • Provide post-Construction Management services for the total scope of work including, but not limited to:
  • Post-construction occupancy review;
  • Administration of the warranty.

The anticipated dates for services are:

Pre-Construction Phase*

Commence on June 30, 2026, or sooner, subject to issuance of a purchase order

Construction Phase**

Commence on May 10, 2027

Substantial Completion

November 3, 2027

Post-Construction Phase for 1-year warranty period

Ending on November 3, 2028.

 

During the Pre-Construction Phase, the Construction Manager shall tender the Mechanical Equipment Package and other identified long-lead items by September 2026 (or earlier, if possible, to allow the maximum amount of time to procure these long-lead items). The early tendering of long-lead items is mandatory to ensure equipment delivery aligns with the established installation milestones.

The remaining Tender packages shall be tendered by December 2026 or earlier as required to maintain the construction schedule.

The construction shall commence on May 10th, 2027, to coincide with the seasonal closure of the ice rink. To ensure an immediate and uninterrupted start, the Construction Manager shall complete the Shop Drawing Submittal and Review process, along with all necessary mobilization activities prior to May 10th.

It is anticipated that the ice arena will be subject to varying operational constraints during the renovation period. Construction activities shall be planned and phased in accordance with the following requirements:

  • May 10th to June 30, 2027: Full construction activities may occur during the ice-out period.
  • July 1st to August 20, 2027 (Summer Camp Operations): Summer camp programming will be in operation. All construction work and equipment installation impacting summer camp areas, including arena floor, concession stand, and second-floor meeting rooms, must be completed and handed over before July 1, 2027.

July 1st to September 3, 2027 (Ice rink Readiness): All work impacting the ice rink, including the installation, testing and commissioning of mechanical and electrical systems serving the ice pad, must be completed to allow for reinstatement of the ice surface and public reopening of the arena on September 3, 2027.
