Background The Corporation of the City of Mississauga (the “City”), in cooperation with the Regional Municipality of Peel (the “Region”), invite proposals from qualified Bidders to provide a complete Digital Aerial Imagery service that obtains data through aerial collection, provides collected data, supports data sharing, visualization and analysis of the City and Region in both 2D and 3D for our ESRI, Bentley Microstation and Google Sketch-Up software systems for Operations, Engineering, Design and Planning. The goal of this RFP is to obtain services that will provide municipal staff with various products, skills, and tools to support the wide variety of use cases for aerial imagery and 3D models. The City and Region are continuing to move towards 3D visualization and analysis and this RFP represents a significant step towards achieving that goal. Aerial Imagery forms a base on which local government agencies and utilities share data, and the proposed services must be available to these agencies to ensure business continuity. In addition, the City and Region require a business model that supports the Utility, Planning and Engineering communities in their mapping needs so as to support 2D and 3D submissions to the City of Mississauga. The Region is primarily interested in Orthoimagery, Planimetric and DTM/LiDAR only but may also take advantage of the other services and products if budget allows Brief Scope In their Proposals, Bidders are requested to outline the supply and delivery of Digital Aerial Imagery for Orthoimagery and Obliques, Stereo Pairs, Planimetric Vector Features, Digital Terrain Model (DTM) and/or LiDAR data, Level of Detail (LOD) 2 and 3 Buildings and 3D Point Cloud, or combination of products, for a three (3) year period. This will include pricing for both the area of the City plus a 1000m buffer and for the purposes of the Region, the area of the Region plus a 1000m buffer. Additionally the City also requires any necessary tools or add-ins for our ESRI Enterprise GIS Platform to support using the data, as well as expertise/workflows/training demonstrating how to incorporate the 3D data- sets into our Bentley Microstation and Google Sketch-Up environments. The Successful Bidder’s flight mission is to occur in Early Spring (approximately March – April) of each year i.e. 2020 to 2022 inclusive. |
