The City of Mississauga Request for Proposal is for the provision of services related to land use economics on an as needed basis for a three (3) year term. The City’s intent is to create a roster of pre-qualified suppliers to conduct the work. 

Roster categories established for land use economics projects are as follows:
Category 1: Forecasting
Category 2: Land Needs and Growth Management
Category 3: Economic Development
Category 4: Community Improvement Plans and Incentives
Category 5: Housing Analysis

Some typical deliverables required for all roster categories may include but are not limited to:
• Analyzing relevant policy, population, economics and employment data, and housing statistics; 
• Researching best practices, land value and market trends;
• Preparing reports and executive summaries describing study findings and recommendations; and
• Preparing material for public consultation.

Other deliverables as needed for additional work related to in these roster categories may be required. Deliverables will vary and will be defined by the City with each specific project’s scope of work and objectives. A general scope of work is described in Appendix C SOW Roster. 

To complete these deliverables, Bidders should have expertise in the following:

• Interpreting Provincial policy, legislation, regulations, and plans, such as, Municipal Act, 2001, Planning Act, 1990, the Provincial Planning Statement, 2024, and other relevant legislation;
• Collecting, managing, and analyzing data from a variety of sources, such as, Statistics Canada, Provincial Authorities, Regional and Municipal Authorities, Municipal Property Assessment Corporation (MPAC), real estate data services, TerraNet, and other project specific sources;
• Analyzing current employment, population, and development trends in the Greater Toronto Hamilton Area (GTHA);
• Identifying economic and growth challenges; and
• Developing policy and financial incentives to address economic challenges.

Bidders may bid on any or all the roster categories and must identify which categories they are applying for by answering (Yes/No) in the City’s e-bidding system, under Technical Requirements.
