The Corporation of the City of Mississauga (the “City”) invites Bids from qualified consultants to provide professional and technical services to deliver a Vehicular and Transit Master Plan (‘VaTMP’) to govern the planning of streets, roads, and right-of-way in Mississauga.

The City is developing a series of mode-specific plans to determine and document the pressures and issues faced by travellers using that mode, establish a preferred long-term network to facilitate travel by that mode, and determine strategic priorities for program development and infrastructure investment. The first of these, the Mississauga Cycling Master Plan, was completed in 2018. The VaTMP project is intended to deliver the equivalent Transportation Master Plan for Vehicular Traffic and Transit infrastructure.

Brief Scope of Work

The City will retain a consulting team to undertake the Vehicular and Transit Master Plan study that will ultimately support a number of future processes and strategic decisions. The VaTMP will inform corridor design decisions and infrastructure investment (as part of the City’s capital plan) as they relate to the ongoing intensification and redevelopment in the City. 

The following objectives will be considered:

  • Taking into account the intensification in the City and general growth in and adjacent to Mississauga, undertake a comprehensive transportation modelling exercise of future scenarios (for infrastructure identification and phasing);
  • Review network connectivity and operations for vehicles and transit as well as multi-modal integration with key locations (e.g. nodes, major transit station areas, mobility hubs, major transfer points);
  • Review the need and justification for the road capacity improvements the City has already identified in the DC/Capital Plan;
  • This project will examine and evaluate the range of potential transit priority, high-frequency, and rapid transit alternatives considering future land uses and provide clear guidance to the City on the viability to achieve each alternative;
  • Assess potential people movement options to address congestion pinch points in the transportation network;
  • Incorporate the principles of Vision Zero into transportation infrastructure improvement options;
  • Prepare a roadmap for identifying mode share targets;
  • Assess the potential need and justification for additional rail grade separations in the City;
  • Develop a prioritization and phasing plan for the recommended transportation infrastructure improvements as the findings of the master plan will influence a variety of strategic decisions. Include financial cost estimates for the proposed recommendations.
