Background

The Corporation of the City of Mississauga (the “City”) invites proposals from qualified Bidders to provide a Mobile LiDAR Solution(s) that supports data collection and analysis for Municipal Assets in all of the public right-of-ways, the Transit Corridor and above-ground City owned/leased parking lots.
The goal of this RFP is to provide municipal staff with a comprehensive inventory of all Municipal Assets within the areas mentioned above with supporting condition information for our Asset Management Program. The City intends to include the Assets with their applicable attributes and photos in an ESRI Geodatabase with supporting information in an interpretive guide. Each Asset has a beginning and end of life cycle. Knowing the location, status and condition of an asset allows for better planning and budget forecasting resulting in better asset management and better overall service to the tax payer.


Brief Scope of Work

The City intends to retain a firm to complete a Mobile LiDAR scan of all of the public right-of-ways, the Transit Corridor and above ground City owned/leased parking lots (from property line to property line) and identify all City owned assets within a one (1) metre buffer to the outside of each property line. The successful vendor will also provide street view images, individual frames as well as a stitched file(s) (similar to Google Streetview) for the scanned areas to assist with asset descriptions and condition requirements and to support the City’s 2D and 3D mapping and visualization requirements. Lastly, the firm will provide training for staff to process and post process the data to extract information for future Capital Works projects. The deliverables will include the LiDAR point cloud, 360 degree street imagery as individual frames and stitched street files, geo-database files with completed attribution including at least one picture of the asset, guidance telemetry, GPS control files and verification of configuration control files at the start and end of each day and when appropriate. It is expected that the successful vendor will provide Project Management duties and documentation in line with standard Project Management principle

 

Contract

The contract between the City and the Successful Bidder will be the Professional Services Agreement (PSA), substantially in the form included in the Documents section of the submission portal. The Term of the agreement shall be for five (5) years, with the option to extend for up to five (5) additional years. The Successful Bidder’s proposal and the City’s RFP will be included as an integral part of the Agreement.
The City will only contract with one (1) Bidder for this assignment. It will be the responsibility of the Bidder firm to ensure that they have assembled the appropriate team (including sub-consultants where necessary) to complete the assignment.
The City will retain sole ownership of the GIS asset data. Regarding the LiDAR point cloud and street view imagery, the City as a minimum must have joint ownership of the data. However, the City’s use rights can be limited to internal use only to allow the vendor the ability to re-sell the LiDAR point cloud data and street view imagery to other stakeholders, thereby helping to reduce the City’s cost of ownership. The Terms and Conditions of the data should allow the City to use the data internally without any limitation, which includes providing it to contractors/consultants working on behalf of the City for the sole purpose of City projects.
