The Corporation of the City of Mississauga (the "City") invites bids from qualified bidders in response to this Request for Proposal (NRFP) for a Web Scraping Software solution. Under this Statement of Work, the Supplier will improve the City’s current processes by executing the Project goals and objectives detailed herein. The intent is for the City of Mississauga to enter into a long term relationship with the Supplier. The City is seeking a solution that is capable of meeting its business and operational needs for an initial term of up to three (3) years with an option to extend the agreement for up to an additional seven (7) year term. The City is seeking a web-based data collection and analysis solution that identifies and reports on publicly available online residential rental property advertisements and operations. This solution will support the City’s existing licensing and registration framework by improving the identification, monitoring, and analysis of rental listings advertised online. The City of Mississauga currently utilizes a third-party web-based service to identify and monitor short-term rental advertisements in support of its existing short-term rental licensing and enforcement program. The current service is limited in scope to short-term rental platforms. As rental properties are increasingly advertised across a wider range of online platforms and listing formats and as the City is looking at housing-related enforcement more holistically, the City requires a solution that expands online platform coverage, including rental types, and enhances data quality and analytical capability to better support compliance and enforcement functions and policy objectives. This procurement is intended to replace and enhance the City’s current web-based monitoring capability by expanding the range of platforms monitored, improving the accuracy and usability of collected data, and supporting more efficient, risk-based enforcement activities. The data collected through this service will be used to support the administration and enforcement of existing municipal by-laws and housing related framework. Under this Statement of Work, the Supplier will improve the City’s current processes by executing the Project goals and objectives detailed herein. The project includes supply, installation, configuration, subscription, maintenance & support, licensing, professional services, integration, and ongoing annual operational costs. The supplier should provide fixed term pricing for each of the optional years. |
