The Corporation of the City of Mississauga (the “City”) invites bids from qualified firms to participate in a Negotiated Request for Proposal (NRFP) process for the supply, delivery and implementation of an Enterprise Portfolio and Project Management (EPPM) Solution for Construction Projects capable of meeting the City’s needs for up to ten (10) years.  The provision of software licences, maintenance & support, installation, setup & configuration, testing, training, user acceptance and documentation are within the scope of the project.

The Solution’s software will include functions that: support managing capital construction projects throughout their lifecycle, facilitate managing multiple projects, provide consolidated portfolio management for all projects, enable project governance and reporting, and integrate with existing City software.

The City will consider Software as a Service (SaaS), on-premise, as well as hybrid solutions (i.e. a combination of SaaS and on-premise), provided that a complete solution is provided by one bidder.

The bidder must have experience in supplying and implementing EPPM solutions at large, complex municipalities or in other levels of Government, that have been used specifically for the management of construction projects.

The bidder must have demonstrated ability to implement its proposed solution in eight (8) months (or less) from contract execution or project start.

The bidder’s proposed solution must meet all of the requirements identified as “High” or “Mandatory” in the Specifications.
