The City invites bids from qualified consulting firms to provide consulting services for an update to the Climate Change Action Plan, for the City of Mississauga. In 2019, the City joined a growing number of Canadian municipalities in declaring a climate emergency, paving the way for the adoption of the Climate Change Action Plan (CCAP) later that year which address both adaptation and mitigation for the community and the corporation In 2020-2021, the City undertook a comprehensive review and evaluation of the City’s GHG inventory methodology and developed a new inventory tool that is now used annually to track and record the City’s corporate and community GHG emissions. The tool also provides the inventory data for all external reporting platforms, including the Global Covenant of Mayors. In March 2023, a motion was brought before Council that directed City staff to provide a Pathway Report that outlines how the City will be accelerating its climate targets and actions out to 2030 and 2050 in order to align with international best practices to limit global warming to 1.5 degrees Celsius. In order to meet the emission reduction targets outlined in the CCAP and any updated targets, the City will need rigorous information and insights to support decision-making and the business case for programing and infrastructure investment. Outcomes of the work outlined in this RFP will inform City decision-making and will contribute to departmental planning, programs and policies. The scope of work will be divided into five (5) phases as follows: Phase 1: Gap Assessment and Preliminary Action Planning Phase 2: Energy and Emissions Forecast and Energy Maps Phase 3: Financial Modelling and Analysis Phase 4: Decision Support Market Scan Phase 5: Pathway Report and Governance Framework The Prime Consultant will assume total responsibility for all consulting services and cost control for the project. The City will enter into a Contract with the identified Prime Consultant only. The business relationship between the Prime Consultant and all sub-consultants shall be arranged by the Prime Consultant, and any resulting conflicts resolved by the Prime Consultant without City involvement. Budget The total budget for this project, is estimated at three hundred thousand dollars (CDN $300,000), excluding HST. This amount is anticipated to address the deliverables and the scope of the project as outlined in the Request for Proposal.
