The City of Mississauga’s Roads service area (“Roads”) is responsible for planning, designing, constructing and maintaining the City’s multi-modal transportation network including roadways, bridges, cycling paths and sidewalks.  Roads is expected to receive a capital budget of $104 million in 2024 and $2.6 billion over the next ten years.  Given the amount of budget managed by the service area, it is imperative that its project management processes and construction protocols be well documented to ensure effective and efficient delivery of service to the public.

Over the years, Roads has developed several policies, procedures and practices related to infrastructure planning, programming, design and construction. However, during an audit conducted as part of the service area’s due diligence responsibilities, some process gaps were identified.  In order to address the gaps, a guiding document needs to be developed to ensure that all construction projects are managed in a consistent manner in compliance with all City policies, by-laws, procedures and industry best practices.  In view of this, Roads has decided to engage a consultant to develop a consolidated and comprehensive Field Services Manual to be used by their project managers and field inspectors.  The manual will provide guidance on the implementation all construction projects delivered by Capital Works Delivery and Works Maintenance Sections.
