Description: 

The City of Mississauga’s Enforcement Division (“Enforcement”) is looking to engage a qualified consultant to provide independent advisory services to support the readiness, analysis, and pre-implementation planning for a centralized Enforcement Case Management System (CMS). 

 

The objective is for the Consultant to produce requirements documents, evaluation tools, fit-gap analysis, and a CMS procurement SOW to enable a fair, defensible, and competitive procurement. The CMS will support two functions: 

 

  1. enforcement operations end-to-end, including complaint intake, investigations, evidence management, compliance actions, including Administrative Penalty System (APS), Notice of Contraventions, Property Standards Orders, Part I certificate of offence and Part III Summons, management, long‑term records retention; and,
     
  2. comprehensive reporting and analytics, including but not limited to:
     
  • Operational reporting (case status, workload, timelines, enforcement activity)
  • Management and executive dashboards for oversight and performance monitoring
  • Compliance and statutory reporting (program metrics, APS outcomes, legislative reporting)
  • Audit, disclosure, and legal reporting to support court, tribunal, FOI, and internal oversight requirements


This includes, but is not limited to foundational analysis, requirements definition, and strategic planning activities. 

 

The work will leverage federal Short-Term Rental Enforcement Fund (STREF) funding and must be completed no later than March 31, 2027. The Consultant will not implement, configure, or sell a CMS under this engagement.
