The City of Mississauga (City) is seeking proposals for consulting services to provide Technical Advisory (TA) Services for the Dundas BRT Project (Etobicoke Creek to Confederation Parkway). Background Mississauga is a city in the Canadian province of Ontario. It is situated on the shores of Lake Ontario in the Regional Municipality of Peel, bordering Toronto to the east. With a population of 721,599 as of the 2016 census, Mississauga is the sixth-most populous municipality in Canada, third-most in Ontario, and second-most in the Greater Toronto Area. The City of Mississauga operates a transit fleet of approximately 500 buses. One of its key Strategic Pillars is developing a transit-oriented city, where the focus is moving more people through higher order transit. In 2020 Metrolinx approved an Initial Business Case (IBC) for the Dundas Bus Rapid Transit (BRT) Corridor and recommends BRT infrastructure and a service plan for the Dundas corridor between Kipling Station in the City of Toronto to the Village of Waterdown in the City of Hamilton. The IBC reflects the infrastructure recommendations identified in the Dundas Connects Master Plan, approved by the City of Mississauga in 2018. Metrolinx and the City of Mississauga are currently conducting a Transit Project Assessment Process (TPAP) for the Dundas BRT Corridor and are anticipating approval of the 7km priority segment between Etobicoke Creek and Confederation Parkway during the first half of 2022. The City of Mississauga has also submitted an application for funding under the Investing in Canada Infrastructure Program (ICIP) to support the implementation of the 7km priority segment. The City of Mississauga (the “City”) invites Bids from qualified consultants to build upon the recent TPAP project to provide Technical Advisor Services for the Dundas BRT segment between Etobicoke Creek and Confederation Parkway, including the development of the Reference Concept Design (RCD), development of a Design Build (DB) procurement package, procurement support, project management and project controls services, contract administration of the DB contract, support during construction including testing and commissioning. Brief Scope of Work The Dundas BRT is recognized by the City of Mississauga and members of the public as a regional transit priority connection. The Dundas BRT corridor is a crucial transportation corridor connecting people through the western end of the Greater Toronto and Hamilton Area (GTHA). The corridor has varied traffic, land use conditions and constraints. Without improved transport alternatives, the overall livability and economic development potential of the corridor, including future developments, will be constrained. The City of Mississauga has applied for ICIP funding for 7km of BRT infrastructure between Etobicoke Creek and Confederation Parkway. It is anticipated that ICIP funded projects require substantial completion by October 2027. The design work and procurement package development under this Contract will support the City of Mississauga in delivering the 7km BRT section funded through the ICIP. TPAP approval is anticipated for the 7km section priority segment by the first half of 2022. The 10% design, initial subsurface utility engineering (SUE) including initial utility conflict matrix and initial property requirements will be made available by the end of 2021 and the 30% design will follow in early 2022. |
