Description: 

The City is seeking detailed bids from construction firms to provide complete construction management services for the Malton Satellite Transit Garage Facility and Site Renewal located at 6780 Professional Ct, Mississauga, ON.

The successful bidder will be part of a team formed by the City and consultants for the implementation of the project. 

The Construction Manager’s Fee will be a fixed fee as determined by the City and shown in the Schedule of Prices for all phases and is excluded from the Construction Budget. The Construction Manager’s Fee will be paid in accordance with the City of Mississauga Amendments to CCDC 5B – 2010 Contract.

The project has a Construction Budget of $14,000,000.00.  This amount excludes the Construction Manager’s Fee and HST.  This amount includes the Construction Manager’s General Expenses, which include the expenses listed in the Schedule of Prices on the City’s e-bidding system.  The Construction Manager’s General Expenses will be paid in accordance with the City of Mississauga Amendments to CCDC 5B – 2010 Contract.

The scope of work will be divided into three (3) phases as follows:

(1) Pre-Construction Phase:

  • Provide Pre-Construction Management services for the total scope of work from the Pre-Design, Schematic Design, Design Development and Construction Documents phases.  The Pre-Construction Management services include, but are not limited to:
  • Attending design meetings.
  • Developing and reviewing cost estimates.
  • Developing schedule.
  • Develop phasing strategies to ensure operational continuity of the building and site to deliver bus services to the public.
  • Determine long lead items such as fuel tanks and HVAC equipment, and how they’re incorporated into the phasing plan and constructability.
  • Advising on constructability.
  • Preparing building condition assessments, destructive testing, etc.

(2) Construction Phase:

  • Provide Construction Management services for the total scope of work, including but not limited to:

Site Mechanical Renewals

  • Replacement of underground diesel fuel, waste oil, oil tanks and above-ground anti-freeze tanks and pumps.
  • Re-working rainwater leaders above the bus canopy

Site Civil Renewals

  • Phased repaving of all parking areas, selective replacement of curbs, concrete sidewalks, concrete pads and barriers while maintaining bus operations.
  • New concrete pads at bus gates.
  • Repairs to the entrance column structure.

Building Architectural Renovations

  • Replacement of ageing exterior doors, localized masonary repairs, multiple washroom upgrades and targeted ceiling tile replacements.

Building Mechanical Renewals

  • Replace existing BAS, sump pumps with alarms and BAS integration, water heater with new ASHP, exhaust fans, and make-up air units with heat recovery.
  • Install utility data logging system and domestic water and sprinkler main backflow preventers.

Building Electrical Renewals

  • Comprehensive lighting replacement with energy efficient LED and occupancy sensors, upgrade emergency lighting and exit signage and increase fire alarm coverage.

Accessibility Improvements

  • Expand accessibility parking spaces, tactile walking surface indicators and wayfinding signage.
  • Install mobility device charging outlets.

(3) Post-Construction Phase:

  • Provide post-Construction Management services for the total scope of work including, but not limited to:
  • Post-construction occupancy review.
  • Administration of the warranty.

The facility will remain fully operational (24 hours, 7 days a week, 365 days a year) during construction.

The anticipated dates for services are:

Pre-Construction Phase

Commence on June 30, 2026, or sooner, subject to issuance of a purchase order

Construction Phase*

Commence on June 15, 2027

Substantial Completion

November 30, 2028

Post-Construction Phase for a 1-year warranty period

Ending on November 30, 2029.
