The Corporation of the City of Mississauga (the “City”) invites bids from qualified bidders in response to this Request for Proposal (NRFP) for an Enterprise Asset Investment Planning Solution. 

The City is seeking a solution that is capable of meeting its business and operational needs for an initial term of up to five (5) years with an option to extend the agreement for up to an additional five (5) year term.  This procurement is intended to create a relationship with the supplier to provide an Enterprise Solution over multiple years, and become a City Standard. 

The proposed solution must be a full implementation of an integrated Asset Investment Planning (AIP) solution that provides predictive financial forecasting for Assets including prioritization, optimization, and provides data-driven decision support for City staff.  The City will consider either of the following solutions for award and implementation: 

1. Software as a Solution (SaaS); or 
2. On Premise hosted on the City’s infrastructure with maintenance and support provided by the Supplier.  

The project incudes supply, installation, configuration, subscription, licensing, professional services, integration to Azure AD single sign-on, and ongoing annual operational costs.  The vendor should provide fixed term pricing for each of the optional years. The scope includes implementing a “turnkey” Enterprise Asset Investment Planning Solution that will replace an existing solution.  The goal of this procurement is to seek and implement a Cloud-based (SaaS) or On Premise solution supported by the bidder that meets the City’s technical and functional business requirements. 

The City’s budget for installation, configuration, licensing, professional services and the five (5) year optional costs is approximately $4,500,000.00. 

The Supplier will ensure that the Solution includes the following components: 

•  The Software as a Service (SaaS) or On Premise solution will meet the functional and technical requirements in Schedule B – Functional and Technical Requirements

•   The solution is to meet legislative requirements (O. Reg. 588/17: ASSET MANAGEMENT PLANNING FOR MUNICIPAL INFRASTRUCTURE) and will serve the City’s Corporate Asset Management (CAM) Office and Service Area Asset teams in managing long term financial budgeting and forecasting for City Assets. 

•   The solution will be implemented by first phasing in the City’s core Assets (Roads, Bridges and Culverts and Stormwater), followed by the priority and readiness of the City’s non-core Asset classes.
