Description: 

The City is seeking a qualified firm to provide consulting services to examine the feasiblilty of District Energy in Mississauga’s Central Erin Mills Area in Mississauga, Ontario. The scope of work will be divided into the following four (4) phases:

(1) Model Energy Profile

  • Current Energy Profile. Consultant will model current energy demand and supply for the Central Erin Mills area. 
  • Projected Energy Profile. Consultant will model projected (until 2075) energy demand and supply in the Central Erin Mills area for three scenarios: 
  1. Baseline case. The baseline case represents the business-as-usual scenario. While Consultant will work with the City to determine that scenario, it will likely be based on a building that meets the requirements of the Ontario Building Code, as projected for the year 2030.
  2. Low Carbon Case. The low carbon case represents a scenario where new buildings are built on a standalone basis to the requirements of the updated, voluntary Mississauga Green Development Standard (GDS) and existing buildings are Code-compliant (as projected for the year 2030).
  3. Low Carbon DE Case. The low carbon DE case represents a scenario where new and existing buildings are connected to a DE system. 

(2) Conceptual DE System Design

  • Develop a conceptual design of the DE system, including:
  • Sketch out system layout;
  • Identify fuel source options;
  • Identify connection rates;
  • Identify ways to maximize the environmental, social, and economic benefits of the system;
  • Perform constructability review for the distribution system; and
  • Identify additional opportunities. 

(3) Conduct Financial & Other Modelling:

  • Consultant will produce a financial analysis for the three scenarios outlined above: baseline, low carbon, and low carbon DE through to 2075, including capital and operating costs.
  • For each scenario, Consultant will also quantify annual GHG emissions, other potential environmental benefits, other potential social benefits, and other potential economic benefits 

(4) Recommend Role for the City and Region: 

Consultant will recommend the role of the City and Region in the DE system.

(5)  Increase the level of understanding about Project: 

Throughout the project, Consultant will participate in informational sessions for both internal and external stakeholders.
