Background

The Corporation of the City of Mississauga (the “City”) invites qualified Bidders to participate in a Request for Negotiated Proposal (RFNP) process for the supply, delivery, andimplementation of a Marina Management Software Solution capable of meeting the City’s needs for the next five (5) years or longer.

The City owns and operates two marinas on the Lake Ontario waterfront which offer docking and boating facilities along with public amenities:

The Mississauga Marinas currently use a manual paper and excel-based system to manage slip rental contracts, customer accounts, and to take payments via credit card and cheque. The City is looking for a new solution with more capabilities and features, including without limitation, online functionality to meet its current and future needs in the management and operation of the Mississauga Marinas. 

The City will evaluate proposals received in response to this RFNP and may select one or more of the highest ranking Bidders with whom to negotiate an agreement, ultimately selecting the one that offers Best Value.


 

Brief Scope of Work 

The scope includes software licensing, technical services, set up & configuration, testing, training, documentation, and maintenance & support. The solution will be deployed in the Credit Village Marina and Lakefront Promenade Marina facilities. The total number of slips to be managed is currently 246. The solution should be scalable to allow the City to add at least 2 additional marinas and 400 additional slips in the future. The City will consider on premise, cloud Software as a Service (SaaS), as well as hybrid solutions (i.e. a combination of on premise and cloud), provided that a complete solution is provided by one Bidder. 

Qualified Bidders

Qualified Bidders are those that can meet the City’s Mandatory Criteria for the solution, substantially meet the City’s overall requirements, and demonstrate their ability to meet the immediate goal of implementing a Marina Management Software Solution ‘end to end’ integrated solution, along with their ability to sustain the contract and provide ongoing maintenance & support over time. 

Contract

The City expects to enter into a contract with the Successful Bidder for a five (5) year term from the Go-Live date, with the option to renew for up to an additional five (5) year term.

The contract between the City and the Successful Bidder will be negotiated.  The City Specific Agreement Terms and Conditions, the Successful Bidder’s proposal and the City’s RFNP will be included as an integral part of the Agreement. 

The City will only contract with one (1) Bidder for this assignment. It will be the responsibility of the Bidder’s firm to ensure that they have assembled the appropriate team (including subcontractors where necessary) to complete the assignment.

Estimated Timelines 

The Successful Bidder should install, configure, commission, and test the solution by January 2024. The City requires the solution to be supplied and implemented to go live no later March 2024.
