Introduction

The Corporation of the City of Mississauga (the "City") is seeking proposals from qualified Bailiff Agencies ("Bailiff") to provide professional bailiff services for the collection and recovery of outstanding municipal property taxes. The contract will be for a period of five (5) years with the option to extend for an additional five (5) years with the same terms.

Scope of Services

The selected Bailiff will be responsible for performing the following services:

1. Collection and Recovery of Outstanding Property Taxes:
    
   • Perform property seizures for non-payment of municipal property taxes in accordance with the Municipal Act, 2001.
   • Conduct tenant rent attornments, including service of notices and enforcement actions as required.
   • Provide clear documentation for all enforcement actions taken.
      
2. Tax Sale Account Management:
    
   • Manage accounts in accordance with the Municipal Act, 2001, ensuring accurate records and communication with City staff.
   • Process ad-hoc assignments for tax sale accounts as directed by the City.
      
3. Reporting and Communication:
    
   • Provide monthly status reports to the City outlining account progress, collection success rates, and detailed transaction records.
   • Maintain open communication with designated City staff to ensure effective coordination of services.
