Description: 

The Corporation of the City of Mississauga (the “City”) invites Bids from qualified Bidders to provide pre-employment checks. 

The successful Bidder (Consultant) will manage the end-to-end pre-employment check process for designated positions identified by the City.  The Consultant’s services will include obtaining consent from the candidates, conducting checks in accordance with Ontario privacy legislation and ensuring compliance with the Personal Information Protection and Electronic Documents Act (PIPEDA).

The Consultant will:

  • Conduct and oversee pre-employment checks
  • Supply accurate information on candidates
  • Monitor missing details
  • Deliver required reports to the City
  • Ensure legal/legislative compliance and mitigate hiring risks
  • Promote fairness, transparency, and privacy in the hiring process

The contract will be for a five (5) year term and may be extended, at the sole discretion of the City, for up to an additional five (5) year term.  Contract extension, if any, is subject to satisfactory performance of the Consultant, pricing and successful negotiations of both parties.  

Unit Price shall remain firm for the initial five (5) year contract term.

Services will be required on ‘as needed’ basis. There is no guarantee of business or volume to the Consultant as the type, volume and quantity of assignments that may come up during the contract term is undetermined.

The City reserves the right to revise/update, add or delete work during the contract period based on the City’s changing requirements and availability of newer technology, methods, media options and practices as they become available.

The Contract will be non-exclusive as some pre-employment checks and/or related work may be performed internally by the City.  The City also reserves the right to utilize other firms in circumstances where a specialized firm may be required or the Consultant cannot provide services due to such situations as conflict of interest (perceived or real), or the suitability/fit of the Consultant, which the City will determine at its sole discretion. 

Sub-consultants (subcontractors), if any, are subject to City approval.
