The objective of this Request for Prequalification (RFPQ) is for the City of Mississauga to establish a list of up to five (5) prequalified Internet service providers (ISPs). At the City’s option, the maximum number of pre-qualified ISPs that may be included on the list may be increased when the City conducts a refresh of the list. See section 2.5 of Appendix A for a description of the refresh process.

To become a Vendor of Record (VOR) and be included on the list of pre-qualified ISPs, an ISP: (i) must be selected as a top-ranked respondents pursuant to this RFPQ or a refresh of the list; and (ii) must have entered into a VOR Agreement for the Supply of Dedicated Internet Services. The VOR Agreement for the Supply of Dedicated Internet Services will be negotiated with two (2) or more top-ranked respondents as described in section 9 of the RFPQ and be based on the Form of Contract attached to the RFPQ as Appendix D. With the exception of non-material variations (for example, different addresses used for giving notice), the terms and conditions of the VOR Agreement for the Supply of Dedicated Internet Services will be the same for each Vendor of Record.

The Initial Term of the VOR Agreement for the Supply of Dedicated Internet Services is five (5) years.

When the City requires one or more dedicated Internet Services, the City will issue a second stage competitive procurement (a “Request for Quote” or “RFQ”). When a RFQ is issued, all then current Vendors of Record will receive a copy of it. The RFQ will set out the nature of the dedicated Internet services sought and specify the location at which those services will be provided. The selection of a Vendor of Record pursuant to a RFQ will be based on: (i) a demonstrated ability to provide the requested services; and (ii) the lowest price quoted.

When providing any Internet service pursuant to the VOR Agreement for the Supply of Dedicated Internet Services and a RFQ, the service must meet or exceed the requirements for it set out in Appendix C (Statement of Work).
