Description: 

The purpose of this Request for Tender (RFT) is to procure for the Corporation of the City of Mississauga, an outdoor skating loop with refrigeration chillers at Port Credit Memorial Park located in Port Credit neighborhood at the City of Mississauga.  

Without limiting the project scope, which is described in detail in the Contract Documents, the Work involves rough grading to cut and fill balance, concrete ice skating loop, refrigeration units, precast concrete modular building, concrete walkway, water and electrical work and site restoration.

This Work is adjacent to the Credit River and therefore is subject to the conditions of the Credit Valley Conservation Authority (CVCA) permitting, and all other permits that apply.  As such construction work must be sequenced to meet timing outlined by the permit(s), and as stipulated by the City of Mississauga herein. 

Bidders must be able to demonstrate: 

  • They have successfully completed a minimum of two (2) projects of similar size, scope and complexity to that described in the Specifications in the last five (5) years, with at least one project being a municipal or public agency park/trail;
  • Key personnel have a minimum of five (5) years' experience in park development managing projects of similar size, scope and complexity to that described in the Specifications;
  • Key personnel have successfully managed and completed a minimum of two (2) CCDC-2 construction projects in the last three (3) years;
  • Capacity and sufficient qualified staff to properly administer contracts, including but not limited to administrative staff (for accurate invoicing and timely payments to suppliers and subcontractors);
  • They have a health and safety program in place; 
  • They are bondable, i.e. have the ability to obtain 50% Performance Bond and 50% Material and Labour Payment Bond (evidenced by an Agreement to Bond). 

The bidders shall provide and complete the current Standard Construction Document CCDC 11 Contractor’s Qualification Statement and upload it to Website with the CCDC11 label affixed;.

The bidder must demonstrate through satisfactory references and project examples that it and any of its carried subcontractors have proven experience and qualifications in the type of work identified for all aspects of the project. References and project examples must show proven and built. 

Ice rink Subcontractor: 

  1. All skating path floor components shall be installed by one Subcontractor having experience in 5 similar projects. 
  2. Ice rink concrete shall be finished by  a Subcontractor experienced in both ice rink and outdoor concrete pouring application. A List of 5 references shall be submitted for approval prior to concrete placement.
  3. Main piping shall be butt fusion welded by Subcontractor experienced in polyethylene pipe welding.

Irrigation Subcontractor:

  1. The irrigation contractor shall have a minimum 2 years’ experience in irrigation installation of this type and may be required to submit a list of projects of this type previously installed, including drip line systems.

Sod Subcontractor:

  1. The sod Subcontractor must have 5 years’ experience in sodding and meet the standards of Landscape Ontario in addition to being approved by the Consultant.
