Background

The City of Mississauga (“the City”) invites Bidders to submit Bids for the provision of IT professional services. The intent is to create a roster of qualified Suppliers, which the City may call upon to provide services as required over the next 5 years. The roster will primarily be used by the Enterprise Business Solutions and Geospatial Solutions groups in the City’s IT Division. 

 

The following roster categories/roles are required:

Roster Category for IT Professional Services for Role 2 ERP/SAP

Role 2.1

SAP S4 HANA (including Basis, Development and interfaces/BTP)

Role 2.2

SAP HCM and SuccessFactors including Payroll and Scheduling

Role 2.3

SAP Accounting/Finance and Planning, Real Estate, Assets and Concur

Role 2.4

SAP Supply Chain Management/Logistics including Ariba, MM and PPM/PS

Role 2.5

SAP Analytics (BI, BOE, SAC, etc.)

Roster Category for Role 3 ERP/Infor

Role 3

Infor Public Sector Suite and .NET applications

Roster Category for Role 4 GIS/Bentley

Role 4

Geographical Information Systems – Bentley

Roster Category for Role 5 GIS/ESRI

Role 5.1

Geographical Information Systems – ESRI Architecture Design and Support

Role 5.2

Geographical Information Systems – ESRI Development

Note: Role numbers are for internal City reference only.

 

Additional role detail can be found in the Statement of Roster Requirements. Bidders may bid on any or all categories and will be selected based on the evaluation criteria detailed in this RFP.

The supply of hardware/software will not be permitted/required/requested for this roster. If hardware/software is required for any roster assignment, it shall be at the sole discretion of the City’s Contract Manager.

 

Bidder Qualifications and Experience

Qualified Bidders are those that have a minimum of 3 years of experience in the category/role(s) they are applying for and must be able to demonstrate the successful delivery of 3 prior projects or engagements in those areas. 

A Bidder's submission must provide detailed information that responds to each requirement stated by the City, including, without limitation, a Bidder's qualifications and experience as detailed in this RFP.

The City will NOT consider staffing agencies for this roster.

 

Brief Scope of Work

The City has various IT projects that may require professional services as specified in the Statement of Roster Requirements. These services require roster Suppliers to complete assignments related to a particular activity or initiative and address a specific IT requirement that has a specified set of responsibilities. Roster assignments are usually not large projects, although they may be subsets of larger projects.  Assignments may be highly specialized and require a rare or unique skill or specialized knowledge over a defined period of time.  

 

Bidding Requirements

Bidders must identify which roster categories they are applying for by answering Yes/No in the Roster Categories Being Applied For form on the Website (see Step 1 below). Bidders can choose to apply for one or multiple roles depending on their experience and qualifications.

 

Roster Term

The Roster will be in place for a fixed term of 5 years from the award date.

During the roster term the City reserves the right to open the roster to qualify new roster Suppliers for inclusion in the roster. A RFP process will facilitate the opening of the roster at the City’s sole discretion.

 

Award

The City intends to award Contracts to approximately 5 Bidders per role/category. However, the number of Suppliers selected is flexible as the City may require a different number of Suppliers depending on the volume and nature of work for a particular role/category.  The City reserves the right, in its sole discretion, to establish the most optimal number of Suppliers for each role/category as it deems appropriate.  The City may also, in its sole discretion, increase or decrease the number of Suppliers during the term of the Contract.

 

Contract 

The Contract shall be comprised of the documents described on page 1 of the City’s Master Services Agreement.  The City may, in its sole discretion, negotiate changes, amendments or modifications with the successful Bidder that are substantially consistent with the RFP.
